Honorable Masters, Distinguished Friends;

11 th Plenary General Board Session of our Fund shall gather in Ankara headquarters on 11.00, on Thursday, February 12, 2004. In case the absolute majorty cannot be reached, the meeting shall be held on 08:30, on Thursday, Friday 27, 2004 in Kavaklıdere Hall of Ankara Hilton Hotel.

The distortion in health system, the automatic created by such distortions within the system, the malpractice floated with the " Lancet Operation " have loaded the sector with the problems and the sector is continuously deteriorating. For this very reason, it is necessary to act collectively in order to eximine the sector and system and to have a word in reconstruction process. This is an inevitable condition for the existence of mass movements, namely non - governmental organizations. As you know, we have to act collectively, to preserve our power, and to increase the current power in order to identify our tasks and to fulfill our responsibilities. We must not forget that the wisdom has a single direct way.On the other hand, we should maintain or union and cooperation to pass through the harmonization process to EU without any strike, to maintain our competitive power in free circulation in EU and global trade, to follow the acts of government in regard to harmonization with EU and preparation process for membership and to interfere with the applications when necessary.

Since the beginning of our commissions, the administrator friends and me have strived for preventing our fund and members harm from such negative circumstances, and we have tried to do our best for not subjecting our members unfair dealing, we have kept the negotiations with the authorized bodies. During these studies, our best motivation was the support of our members to the administration. That support showed itself by means of participating to our acts or remaining silent to urge us think about situation. I would like to deliver, on behalf of Administrators Board, our thanks to you for your invaluable supports. I am sure you have the same awareness and responsibility on this issue, I am happy and proud of this situation. I remind once importance of joining to the Plenary General Board Session to maintain our collective struggle and deliver my affection and gratitude all of you.
